This dress has never been worn, but has been stored for a long time.
Upon close inspection, I noticed a wavy line running along the front and back of the top, as well as along the hem on the bottom. Looks like it might be water, maybe some improper steaming at some point in its life.
I circled the areas in the images, hopefully you can see them.
Otherwise, this is a beautiful dress, like a peacock!
