This is a 30s vintage item from Saks&Co, the name before the high-end department store SaksFifthAvenue changed its name.
Pre-war Saks was overwhelmingly impressive in terms of design and quality, like an out-of-place artifact.
While it has a resort-style design, the dark color scheme gives it a dignified impression. It may seem obvious now, but country and resort styles became acceptable as street wear in the 1930s. This may have been created as a resort item that could also be worn in the office during that era.
