The flat spot above Victoria's ear confirms that the indentation was man-made. Someone probably thought they could make a necklace, but they were wrong. :-)
The good part is that they failed, and this 1859 over 9 is only slightly damaged.
I would grade this coin VF25. Which is 110+ on 3 different guidebooks.
