This is an organizer bag for EDC (Every Day Carry). It has a lot of Velcro areas both inside and outside the bag, allowing for many patches to be attached.
Purchased through crowdfunding in 2022. It cost around 30,000 yen. It has been unused and is still in new condition since its arrival.
