This is a low population slab graded by CGC, with only 6 GEM MINT 10s in existence, and only 2 others exist in a higher grade (Pristine 10).
The card is a Silver Foil Quilava promo from the 2001 Japanese Meiji Promotional Card Set. Quilava is called “Magmarashi” in Japanese. The Japanese Meiji cards are highly sought after- especially in high grades.
Meiji is one of Japan’s largest candy manufacturers, and the candy brand has been partnering with Pokemon since 1997 when it started packaging “Meiji Pokemon” cards with their chocolate.
