I am about 175cm tall and of average build, and I was able to wear it.
It has adjustment elastics and adjustment bands.
The Velcro at the neck and the adjustment elastic under the right armpit stretch, so it can be adjusted to some extent.
The adjustment band on the back does not stretch, but it can be adjusted.
