Purchased second hand years ago and wore maybe twice. Perfect condition except missing the size tag. Brand is Prestige of Boston.
Based on measurements, it's approximately a women's 4/6- see below. I don't think it's supposed to be closely fitted below the waist because of the hips measurement.
Side zipper with button closure. Beautiful vivid colors. No material tag, but it's a canvas-like fabric except not as rough; no stretch. Hard to photograph the colors accurately. The light blue-looking triangles close to the top are teal and that color is repeated in other patterns.

Waist 27 (13.5 across)
Hips 41 (20.5 across)
Widest point of skirt is 28 across
Length 39 waist to hem
