It is not new with tags, but I did try it on, however, and the extra small I believe is more about the length and it is about the size of the width. It has a very ample waste which can be cinched with a ribbon and it is very floaty at the bottom with the high low hem. I think it could fit a small as well as an extra small one detail about the extra small is that the bottom of the lace oval is cut off a little bit but this is only for the extra small.
