This exquisite child's dress was hand sewn, which helps date it to the 1800's. There was a time period when it was considered healthy for a child's neck and shoulders to be exposed. There is a small draw string to secure the neckline in place.
The major gathering seams have a least two rows of stitches. There is lining to help re-inforce the construction.
I see no damage to the dress.
It is one of the most well preserved historical garments I have seen. A museum would gladly accept it.
