This is the well-regarded Vivtar 28mm close focus produced by Komine. This one is the much more uncommon and faster f2 variant of the lens. It's got a unique character of being very soft and dreamy at f2 and sharpens up as you stop down. My copy here is in good condition with some light wear around the barrel and no significant wear on the glass. The only thing is that there's a very faint haze near the front element. I'll attach a sample image or two from the lens adapted to mirrorless.
